The United Kingdom and the United States have signed a key commercial pact that will keep zero levies on British medicine exports entering the American market.

The Terms of the Accord

As part of the deal, the UK has agreed to raise expenditure on drugs through the public health system. This pledge secures that import taxes on these crucial exports will be held at nothing for a timeframe of three years.

This development follows earlier statements to hike import taxes on patented pharmaceutical imports, with potential rates mentioned as high as 100%.

"This agreement with the UK bolsters the international landscape for new treatments and introduces long-overdue fairness to American-British pharmaceutical trade," a release noted.

Economic Significance

Pharmaceuticals represent one of the the United Kingdom's biggest goods shipped to the United States, which is by far the largest buyer for large companies like GSK and AstraZeneca.

Export figures indicate that in the 12 months prior to the third quarter, the UK exported medicines totaling over eleven billion pounds to the US. This amount made up 17.4% of all goods exports in that period.

"This deal protects employment, increases investment and paves the way for the UK to become a global hub for biotech and pharma," the Business and Trade Secretary remarked.

Detailed UK Commitments

The agreement involves several key changes from the United Kingdom:

  • Price Threshold Increase: The UK will raise the price threshold at which it judges new treatments to be unaffordable by 25%.
  • Increased NHS Spending: There is a target to raise total health service expenditure on drugs from 0.3 percent of the national economy to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The percentage manufacturers must refund to the NHS to stay within budget will be capped at 15%. Previously, rebates exceeded twenty percent.

Broader Context

This agreement follows a protracted dispute between the drug companies and the ministers over drug pricing and NHS adoption.

These tensions were intensified by claims that US patients were charged significantly more for the equivalent treatments than consumers in the UK and Europe.

In recent months, several major drug company projects in the UK have been paused or cancelled, while multi-billion-dollar funding commitments have been pledged toward US facilities.

A senior figure acknowledged that the NHS needed to spend more on drugs, noting that its spending on drugs had shrunk as a proportion of its total funding over the last ten years.
