The Former President's Progressive Alarm Misses Europe's Real Danger: Economic Decline.

The recent US security policy document offers a misguided view of Europe. It claims that unrestrained immigration and what it terms "progressive" policies pose an existential risk to European civilization. Yet, this argument is based on a serious misreading of the situation. The true danger confronting the EU is not cultural but technological and economic backwardness.

The Stark Economic Gap Separating Europe and the US

Statistics paint a stark picture. Between 2008 and 2023, US GDP grew by eighty-seven percent, while a mere thirteen and a half percent increase for the EU. During this time, EU GDP per capita fell from 76.5% to just 50% of the American figure. Strikingly, even Mississippi now boasts a greater average income than major EU nations like France and Italy.

Today, roughly half of the global top fifty technology firms are US-based, while a mere four are European.

The Innovation Deficit: The Core Question

This widening disparity is driven by stronger productivity growth in the United States, fueled by technological innovation and higher total factor productivity. The landscape of global tech dominance is overwhelmingly American. Over the past five decades, hundreds of American startups have grown into companies valued at over ten billion dollars, compared with just 14 in the European continent.

This gap prompts a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, where does the EU positioned? Experts widely concede it is largely a contest between two between the United States and China, with Europe starting at a clear disadvantage.

Root Causes of the Continent's Technological Lag

A number of major factors explain this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic network for financing new ventures. Europe still lacks a genuine unified investment market, a factor that limits the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hinder European business. A US startup can launch a product under a single regulatory framework to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is divided among twenty-seven separate regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking vary greatly. In some EU nations, business failure was once viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in defense has eroded its capacity for breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

In spite of these hurdles, there are causes for hope. European leaders are increasingly aware of the existential challenge and have begun to propose substantial change. Notable reports on European competitiveness and the internal market highlight the need for major reforms.

With the right incentives and rule changes, Europe's strengths could support far greater levels of commercial innovation.

Europe still possesses significant advantages: skilled workforce, excellent schools and universities, and world-class labs. Coupled with a large internal market and high savings rates, these foundations could unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring advancements from elsewhere.

An Inflection Point

Europe now faces a critical moment. As the saying goes, decline often happens "slowly, then all at once". So far, Europe's technological decline has been gradual. But, without decisive action to address its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in world influence.
